Chronicle of an (As Yet) Unannounced Libel / Regina Coyula

Antonio Rodiles, promoter of Estado de SATS and the citizen demand For Another Cuba, has been brought up on charges. The charges are not relevant, they could have been anything. As an emerging figure of civil society who, in a very short time, has managed to structure two outstanding citizen projects, Rodiles has become a very uncomfortable element for the government.

In the Taino (government) Studios they will be preparing a Special Program to air on the Roundtable program after the prime time news. Thanks to the magic of cutting and editing, we will meet a new Rodiles ready to board a transport to attend a meeting with U.S. politicians visiting the country. Thanks to this same technological wizardry, we will see him sitting next to an official from the United States Interests Section at an Estado de SATS even about Cuban-U.S. cultural relations. And thanks to the magic of controlling the media, and in particular the internet, they will present these images as THE proof that Rodiles follows a script written in Washington, and so, by the way, they will also implicate civil society activists.

My neighbor Tomas, my beloved uncle Gerardo, the sister of my friend Rebeca, and my close friend Josefa all belong to the group who will believe the message of this libel. But they underestimate a population whose educational level is around the 12th grade. There will be an abundance of people who will logically ask themselves why Rodiles is being judged for one of these offenses against authority, and not for espionage, collaboration with the enemy, or some other shadowy charge; and they will conclude as I do that it is because they would be too much, because the suggested conspiracy does not exist.

The aim of the documentary will be met with some of the viewers; but unlike other times, everyone has a relative, partner, or an acquaintance at the gym who has on their flashdrive, along with the latest Batman movie, the new season of Big Bang Theory or the final game of the World Series, the recordings of Estado de SATS and objectives of citizen demand for the signing of the UN Covenants.

I frequently remember the phrase of Lincoln (I quote from memory), that you can fool some of the people all the time, and all the people all of the time, but you can’t fool all of the people all of the time.

Reasoning with Antonio Rodiles / Reinaldo Escobar

As of this afternoon the latest chapter of Citizens’ Reasons will be available, dedicated to discussing a topic that is abstract but essential: Legitimacy. Participating on this occasion are Dagoberto Valdés, Miriam Celaya, Antonio Rodiles and, as moderator, this humble servant who is pleased to announce the program.

Of particular interest is the presence of the animator of the space Estado de Sats — Antonio Rodiles — who was arrested just as we were finishing editing the chapter.

As its title indicates, this edition of Citizens’ Reasons tries to respond to the question of to what extent we citizens should recognize the legitimacy of the “current” Cuban government and what we must do from civil society to achieve our own legitimacy.

The arbitrary arrest of Antonio Rodiles occurred confronting a department of State Security while participating in a civic and peaceful action to inquire about the situation of the attorney Yaremis Flores. There he was brutally beaten, but it was not his attackers who had to answer to the law, but rather the victim, accused of “resisting arrest.” At the time of this writing the courts have not ruled on the matter.

This has been the reality that gives the context to what is discussed in the most recent chapter of Citizens’ Reasons. I recommend that you watch it.

Note About Threat From State Security / For Another Cuba, Estado de Sats

Today the UNPACU* activist and promoter of the campaign For Another Cuba, Yosbel Ramos Suárez, has been summoned to a police station. He is being interrogated by an official named Tamayo, who is warning him that there will be no concert at Estado de Sats tomorrow, they will not allow it.

The concert scheduled for tomorrow will be the first in a serious of artistic actions to support the campaign For Another Cuba, which is demanding that the government ratify the United Nations Covenants which it signed on 28 February 2008 in New York.

David D. OMNI will be the host and as guests there will be the reggae group Estudiantes sin semilla (Students Without Seeds), the rapper Anderson, and the poets Amaury Pacheco and Luis Eligio Pérez of OMNIZONAFRANCA.

State Security has deployed strong police operations around recent meetings held at Estado de SATS and made dozens of arrests to intimidate and to try to close this space.

We will hold the concert.

Cuban Government’s Repression Against UNPACU / Estado de Sats, Felix Navarro, Librado Linares, Antonio G. Rodiles

A few days ago a document signed by the coordinators of the Campaign For Another Cuba warned of the growing repression by the Cuban government against Civil Society and the possible consequences of these actions for our country.

At this time in Eastern Cuba, the activists of the Cuban Patriotic Union (UNPACU) are repressed and violated and have been assaulted at the home of José Daniel Ferrer, the Union’s coordinator.

We alert the international community to this escalation of repression by the Cuban government against Civil Society and hold them responsible for encouraging future violent episodes against the citizenry in our country.

A few days ago warned in a document signed by coordinator of the Campaign for Another Cuba on the Cuban government’s increasing repression against civil society and the consequences of these actions for our country.

Tuesday was the official presentation of the campaign to collect signatures, “For Another Cuba.” The repression against citizen activists who were handing our flyers with the same information provided to the National Assembly of People’s Power is already significant.

With regards to the issue, I’m in agreement with the view of the academic Haroldo Dilla in an article about Julian Assange: “I’m not interested in the political affiliations of those who are asking for signatures, nor if their visions of the future Republic coincide with mine. All that interests me is that they have the right and that it not be denied them.” Dilla also cites the difficult Rosa Luxembourg and her famous phrase: “Freedom has always existed, and it is the freedom of those who think differently.”

For Another Cuba: Press Release in Response to Arrest of Activists / For Another Cuba

Havana, August 16, 2012

TO NATIONAL AND INTERNATIONAL PUBLIC OPINION

Yesterday, August 15 of this year, while handing out the Citizen Demand for Another Cuba in a central area of the Marianao neighborhood in Havana, Cuba, three citizens were arrested and taken to the 6th Station of the National Revolutionary Police (PNR).

On receiving news of this arrest, we the undersigned presented ourselves at the Station to learn the details of the case and whether there were any charges against those detained. After having spoken with the people who appeared responsible, it seemed critical to us that we make the following statement to establish, for the future, our position with regards to this complex problem.

Our response is based on the Constitutional provision established in Article 63:

“Every citizen has the right to direct complaints and petitions to the authorities and to receive the appropriate attention or responses, in a reasonable time, in accordance with the law.”

Protected by this provision in the nation’s Constitution, we went to the National Assembly of People’s Power and delivered this document in order, first and foremost, to inform the government of the country about it, so that it cannot, now, suggest that we are acting behind its back, nor without its knowledge.

If what is said in Article 63 is, in fact, true and is honored in today’s Cuba, then we are acting in accordance with the Law, a right that must be respected by the military authorities as well.

By arresting and beating citizens who call for the ratification of the United Nations Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, these authorities are not only violating a right recognized by the Universal Declaration of Human Rights, and by the Constitutional Law governing its own citizens, but also appear to be ignoring that the government itself signed these documents on behalf of the people of Cuba, on February 28, 2008 in New York City.

Signing Human Rights Covenants is a Sovereign Act
, is the title that headlined an article in the newspaper Juventud Rebelde (Rebel Youth) on that date. But at the same time, Article 3 of our Constitution reads:

“In the Republic of Cuba sovereignty resides in the people, from who originates all the power of the State. This power is exercised directly…”

Our real and only intention is to allow the people of Cuba to truly, peacefully, and in a civilized manner, express their opinions about a problem as vital as their present way of life, their hopelessness about the future, and their ability to suggest real paths of change that would improve their precarious existence.

In contrast, the position of the authorities has been to create a climate of conflict with civil society, to provoke altercations in the public order with its acts of repudiation, its beating of opponents, men and women, including the Ladies in White, and ultimately its insinuation that the intention of the dissidence is to “provoke situations that encourage a military intervention in the country.”

While buildings collapse on the bodies of our compatriots, to simply dust them off a little with no visible prospects of a solution, and this after decades of other equally difficult problems, to remain silent in complicity after 54 years of setbacks, is a civic and moral cowardice that many of us are no longer able to bear.

We Cubans who call on the rest of our compatriots will act responsibly, without questioning or resisting the actions of the police or State Security, at least in the public street, even when a disproportionate operation using unjustified violence is exercised shortly after the latest one, as documented during the funeral of the known opponent, Payá Sardiñas.

If there are violations of the law they are not committed by us, but by the repressors who think that they can resolve all the problems of Cuba, without paying any attention to recent historic experience, with contempt for the citizens expressed in arrogance and brute force. This could lead ALL OF US down a path with no return.

In addition, we are informing our brothers within and outside of Cuba, as well as the international community, about what is happening here in order to establish responsibility for what might happen in the future.

The Cuban Nation, fortunately, has had its illustrious sons and great patricians. One of them left us with this: “To beg for rights is the domain of cowards incapable of exercising them.” Another great among the greats, closer in time, told us, “I do not seek danger, but neither do I run from it. I simply try to do my duty.”

Standing on these principles, we will reclaim our rights and we will do our duty.

“For Another Cuba”

A person who I hold in great esteem led me to discover a truth of Perogrullo*: I’m a citizen. Something so evident had remained half-intertwined among other dangerous ideas like liberty and democracy. For me, it’s been like a child learning to walk: first, clumsily, then more confidently, until there’s no turning back.

It’s because of this that I’ve received the Civic Demand for a Better Cuba with enthusiasm, because it seems logical to me that I, as a part of the people, who are sovereign and elect public officials to execute popular mandate (at least, in theory), convey knowledge and conviction regarding the fact that the ratification of the United Nations Compact by the government will bring benefit to all to citizens who, like me, have not realized it.

I’m not speaking about political affinities, but rather about exercising a civil right.

*Translator’s note: A truth of Perogrullo is a statement of the obvious. Perogrullo’s origins are disputed, but he was a real or fictional person from sometime between 1200-1600.

Campaign "For Another Cuba": A Commitment to Change / Miriam Celaya

Several weeks ago the document “Citizen Demand for another Cuba” was released, signed by hundreds of Cubans on the island and the diaspora, demanding that the government put into practice immediately the legal and political guarantees endorsed in the Universal Declaration of Human Rights, through the ratification of the signing of the Covenants on Civil and Political Rights and on Economic Social and Cultural Rights, which were signed by the Cuban authorities on February 28, 2008 in New York, and so far have been a dead letter for all Cubans.

This demand was delivered to the headquarters of the National Assembly as written evidence of our attachment to our rights under the Constitution of Cuba and the definitive will to fight for changes that will permit a democratic transition on the island.

Corresponding to the Citizen Demand, a campaign at the national level has recently been launched to collect the signatures of Cuban citizens who consider it their right to join this civic claim. This is a legal action recognized by the Constitution, the Universal Declaration of Human Rights — to which, in its development, Cuba was a promoter and a signatory — and by the Covenants themselves. It is urgent that Cubans understand that the changes we dream of can only be obtained by ourselves.

We know that the government is not going to respond this time to our just demands. We know that the forces of repression are going to increase their harassment of the civic activist of this campaign; but — regardless of the number of the signatures and the official action — this is, above all, a moral action that cannot be postponed. This is an action that calls for the presence of all dignified Cubans, regardless of their ideology, their political sympathies or their religious creed. It is about recovering our citizenship, saving ourselves from the shame.

In the coming months, the campaign “the other Cuba” will be developed through cultural and civic initiatives: concerts, performances, pamphlets and much more. We hope that all Cubans with a democratic vocation will support us in this and help us to spread both the activities of the campaign as well as the Universal Declaration of Human Rights, and in particular its related Covenants. Every Cuban needs to be fully aware of their rights and the practice of them. Who knows if we may be brewing a plebiscite in favor of freedom and democracy in Cuba!

Citizen Demand for Another Cuba

As Cubans, legitimate children of this land and an essential part of our nation, we feel a deep sorrow at the prolonged crisis that we are experiencing and the demonstrated inability of the current government to make fundamental changes. This obliges us, from civil society, to seek and demand our own solutions.

The miserable incomes, shortages of food and shelter, the massive emigration due to lack of opportunities, the discrimination against those who think differently, the absence of spaces for public debate, the arbitrary arrests and lack of citizen rights, the corruption and the tenure and inability to remove the ruling elite, are some of the symptoms of the difficult reality facing us.

We want to debate publicly the dual currency, immigration restrictions, rights of workers to a living wage, the right of all Cubans, wherever they live, to promote economic initiatives in their own country, the demographic crisis, free access to the Internet and new technologies. We want to discuss the exercise of democracy.

The Constitution of the Republic of Cuba establishes:

In its Article 3: In the Republic of Cuba sovereignty resides in the people from whom all the power of the State originates.

And in its Article 63: Every citizen has the right to direct complaints and petitions to the authorities and to receive the appropriate attention or responses in a timely manner, according to law.

WE DEMAND THE CUBAN GOVERNMENT:

Immediately implement the essential legal guarantees and policies conceived in the Universal Declaration of Human Rights and ratify the United Nations Covenant on Civil and Political Rights and the Covenant on Economic Social and Cultural Rights, signed by the Government of Cuba on February 28, 2008 in New York City. This would ensure full respect for citizens regardless of their ideas or their political-social actions and restore the rights of everyone who, in their opinions, disagrees with the government. We consider these rights essential to the formation of a modern, free and plural Cuba that will receive us all equally and place our sovereignty in a dynamic and increasingly global world.

We are committed to democratic transformation where everyone can contribute their views and contribute to its realization. We invite all Cubans inside and outside the Island who identify with these demands, to join this just and necessary claim. Our expectation of being heard by the government is almost exhausted, yet we have decided to bring the authorities this demand as an urgent recourse to achieve effective understanding. We are determined not to accept institutional silence in response to this demand for the ratification of the agreements mentioned.

Citizen Demand for Another Cuba

As Cubans, legitimate children of this land and an essential part of our nation, we feel a deep sorrow at the prolonged crisis that we are experiencing and the demonstrated inability of the current government to make fundamental changes. This obliges us, from civil society, to seek and demand our own solutions.

The miserable incomes, shortages of food and shelter, the massive emigration due to lack of opportunities, the discrimination against those who think differently, the absence of spaces for public debate, the arbitrary arrests and lack of citizen rights, the corruption and the tenure and inability to remove the ruling elite, are some of the symptoms of the difficult reality facing us.

We want to debate publicly the dual currency, immigration restrictions, rights of workers to a living wage, the right of all Cubans, wherever they live, to promote economic initiatives in their own country, the demographic crisis, free access to the Internet and new technologies. We want to discuss the exercise of democracy.

The Constitution of the Republic of Cuba establishes:

In its Article 3: In the Republic of Cuba sovereignty resides in the people from whom all the power of the State originates.

And in its Article 63: Every citizen has the right to direct complaints and petitions to the authorities and to receive the appropriate attention or responses in a timely manner, according to law.

WE DEMAND THE CUBAN GOVERNMENT:

Immediately implement the essential legal guarantees and policies conceived in the Universal Declaration of Human Rights and ratify the United Nations Covenant on Civil and Political Rights and the Covenant on Economic Social and Cultural Rights, signed by the Government of Cuba on February 28, 2008 in New York City. This would ensure full respect for citizens regardless of their ideas or their political-social actions and restore the rights of everyone who, in their opinions, disagrees with the government. We consider these rights essential to the formation of a modern, free and plural Cuba that will receive us all equally and place our sovereignty in a dynamic and increasingly global world.

We are committed to democratic transformation where everyone can contribute their views and contribute to its realization. We invite all Cubans inside and outside the Island who identify with these demands, to join this just and necessary claim. Our expectation of being heard by the government is almost exhausted, yet we have decided to bring the authorities this demand as an urgent recourse to achieve effective understanding. We are determined not to accept institutional silence in response to this demand for the ratification of the agreements mentioned.
