A few days on the morning news on television, an official of the National Secretariat of the Cuba Workers Union (CTC) announced a 2012 budget debate among workers. Surprise. But he adds: “It’s not to make proposals or amendments, because the budget is already approved.”
So discussing it? Publishing it in one of the many tabloids that are released for any reason, and whoever wants to learn the content, may buy it. It was clear that opinions do not count.
