The decision by the governments of Cuba and the US to normalize diplomatic relations could go down in the record books as the news of the year – and among the most momentous world news of the century so far. The more than 50 years of litigious relations – one of the longest disputes in human history – will justify every headline, column, or essay that will be devoted to this topic.

But it is worthwhile to reflect objectively on the possible consequences that this decision will have on the Cuban people – a decision made without taking into account the internal opposition voices that for years have been sounding alarms about the potential dangers of repealing instruments of pressure such as the US embargo and the European Union Common Position – without the Olive Green government having, at least, ratified and implemented the International Covenants on Human Rights that it signed in February, 2008.

A lifting of these coercive mechanisms without a minimum guarantee that these agreements – as well as other demands made by Cuban civil society – will be implemented, would imply the definitive and certain recognition of legitimacy that this dynastic government so badly needs – right when it knows itself to be crushed by historical evidence, and seeks, desperately and at any price, some escape route. continue reading

For a long time I have counted myself among those who opt for the end of the embargo, because I have always thought that without this great excuse, within a very short time the Havana totalitarian regime’s economic inefficiency, a purely endogenous evil, would definitively be shown for the sham that it is. I am still today convinced of this argument, but the coincidental timing of a series of very specific circumstances, in the midst of an unprecedented context, has made me question several points in this regard.

There is one essential difference between this particular moment in time and any previous phase of this Stalinist regime. By now it is quite clear that the old guard of the Sierra Maestra has run out of time. The failure of their proposition is no longer something yet to be proved; it is established historical fact.

These octogenarians know full-well that the days of free petroleum that Moscow provided for 30 years will never be seen again; that for now, China might be smiling, but in business matters, a deal’s a deal, payment will be required, and then, what will they do?

Cuban officials also know that under the conditions that were in force until this past 17 December – and despite their much-vaunted Foreign Investment Law – they would be unable, given their well-deserved reputations as petty con-men, to deceive any important foreign investor with half a brain in his head. Besides, they know that Cuba’s tourism industry will never take off because it cannot compete with all the surrounding excellence in the region – and that they lack the financial resources to repair this mega-disaster.

On top of it all, they know that their main source of revenue – the exploitation of public health professionals – is in imminent danger of a major setback if its principal market, Venezuela (which appears about ready for the death sentence) succumbs. In addition, the ever-increasing emigration of qualified personnel from this sector augurs the potential downfall of this dirty global money-laundering operation.

For all those reasons, the Castro regime strategists long ago looked towards the brutal and disordered North that despises them and fixed their hopes on that lifeline that Obama is now casting to them just when they were exhaling their last breath…

Now, the generalship (which in another time might have been intransigent) will once again open its legs (as it did for that community of beaten-up gusanos (worms)** in 1980, when it ran out of money in the 90s). Now “The Enemy,”*** which presumably is the same one to whom not even an inch can be given, is suddenly transfigured (to the surprise of some and the rage of others) into the floating piece of wood remaining after the shipwreck, the lifesaver for an eternal Robinson Crusoe who had already wreaked as much damage as possible upon his lost island.

In spite of all this, I remain a supporter of the lifting of the embargo but only – and this is non-negotiable – if this act is accompanied by, or is conducive to, the unconditional deference to the human rights of my people by the low-lifes…I’m sorry, I meant to say, by the apex of the Cuban establishment.****

However, once this decision is made, two unavoidable consequences appear on the immediate horizon. On the one hand the Cuban government will breathe easy, receiving in the short-term a respectable income stream that otherwise would have been out of reach (or, and it’s the same thing, it will feel safe and more secure than ever to refine new repressive strategies).

On the other hand – and this is their favorable edge – this totalitarian government has finally run out of its principal justifying argument against its “perpetual enemy” and can no longer maintain its stance as “a besieged people” (or, and again, it’s the same thing, from this moment on, the world will judge that our economic ruin is really due to the stubbornness of the Cuban leadership that kept this country stuck in the past).

In case things remain as they are portrayed to us, the Cuban people will continue being deprived of such basic civil and political rights as that of opinion and freedom of thought, of assembly and association. The regime will continue vetoing our right to access the uncensored Internet.

In the Castros’ Cuba, the existence of one, single Communist and despotic party – perhaps even more despotic and autocratic than ever – will continue to be legal, as well as one official press subject to the same censorship as always. The world will continue to hear ever more frequent and violent news reports of repressive government actions against an opposition that will continue to be officially unrecognized, and of elections that will continue to be a total farce – with the only possible sleight-of-hand coming from the Plaza of the Revolution.

This is what very likely would occur starting now, assuming that in this mise en place all the pieces have been shown to us. I say this because I do not discard the possibility that between both governments there has been a much deeper and more ambitious roadmap drawn up than what has been publicly announced. At first glance one has the impression that the US gave up too much for the little offered by Cuba – and that if both parties have demonstrated anything in common, it is how obstinate they can be when they think are right.

The evident asymmetry of the proposals is surprising, even suspicious. On the US side, there is so much that reflects a splendidly generous Obama. As for Cuba, we have a grey Raúl Castro focusing on the return of the three prisoners, while relegating the end of the half-century embargo to an aside, as though speaking of baseball season playoffs.

From this I infer that there is much more to these proceedings than meets the eye –especially if we consider, in all its weight, the direct intervention of Pope Francis.

Also, I do not discount the megalomaniac instinct of the Castros requiring that all announcements be issued progressively, in a scattered manner – slowly but relentlessly, in Raulist language – so that there should be no ugly impression that in the end they surrendered before the evidence that Fidel Castro publicly recognized years ago, that the Cuban economic model doesn’t work.

To accept this proposal would not be at odds with the pragmatic North American spirit, for which the only important thing is to achieve the stated goal, even more so if the sole obstacle is something so fragile and simple as the injured macho pride of some little old decrepit men.

But in the end, the die is cast: From now on, Cuba and the US will be good and respectable neighbors. Obama and Castro announced it barely a week after thousands of Cuban opposition members and civil rights activists were threatened and/or beaten and/or detained – but certainly all repressed – this past 10 December, International Human Rights Day, scarcely 90 miles from the North American coast.

However, to let Mr. Obama off the hook, it must be recognized, that 90 miles of open sea is too far for the President to be able to hear the cries of helplessness and the din of the crowds; to be able to perceive the intangibles of fear, pain from beatings, and the taste of blood.

This agreement being the prelude to the imminent implementation of the European Common Pact, we must face this certainty: As of today, we are left alone vis-a-vis the Monster. The fight is being observed by the world at a prudent distance. From now on, the liberty of Cuba will be, more than ever, our task alone.

Declaration of “Convivencia” Magazine on the Restoration of Diplomatic Relations Between Cuba and the U.S.

Convivencia (Coeixistence) magazine salutes the reestablishment of diplomatic relations between the Republic of Cuba and the United States of America.

We hope that this climate of dialogue and negotiation is also established between the Government of the Republic of Cuba and independent Cuban civil society, with a respect for unity in diversity, the right to self-determination and the exercise of citizen sovereignty.

Convivencia magazine is glad for the release of political prisoners, and believes that all political prisoners must be released, including those who are on parole in Cuba.

In the same way, all repression for political reasons must cease. The Cuban Government should ratify the United Nations Human Rights Covenants and the conventions of the International Labor Organization, as they claim the four points of consensus identified by a growing and significant group of Cuban civil society. continue reading

Convivencia magazine is grateful for the mediation by his Holiness Pope Francis in the restoration of diplomatic relations between the Republic of Cuba and the United States of America.

Likewise, we hope that the Church can continue to offer its service of mediation in an achievable and necessary dialogue between the Cuban Government and independent civil society in Cuba, with the consequent recognition of the latter as valid interlocutor.

Convivencia magazine believes that the restoration of diplomatic relations between the Republic of Cuba and the United States of America removes a serious obstacle so that the fundamental dispute can be clearly seen as being between the Cuban Government and its citizens, not between Cuba and the United States. Thus can it be understood that the most important thing for our people is inclusion, civil and political, economic, social and cultural freedoms and the exercise of an ever more participatory democracy in Cuba.

Convivencia magazine hopes that this historic event and the lifting of all blockades, especially the one that the Cuban government uses against the initiative and entrepreneurial nature of its citizens, will create the necessary conditions so that the Cuban people are the principal actors of their own history, and so lead the nation — including all our compatriots on the Island and in the Diaspora — towards a future of peace, freedom, progress and social justice.

How to Raise Funds: A Manual for Cuban Democrats

The successive “investigations” (or filtrations of intelligence) of the Associated Press (AP) and other media, that try to demonize the material support of Non Governmental Organizations (NGOs) and governments in solidarity with the democratic cause in Cuba, is not a new phenomenon nor is it exclusive to the free world.

The Cuban government has known how to utilize the attacks on the funding for democracy. This has been at the expense of committing historic malapropisms that defy any comparison with the fundraising done by José Martí and his Cuban Revolutionary Party, or even by Fidel Castro in his insatiable quest for dollars in Mexico, Costa Rica and Venezuela (which was then not to fund anti-government propaganda but to buy weapons and train armies and, in short, impose violence for life on our society).

The new form of expression of this demonizing campaign (which essentially plagiarizes the methods employed by the Havana government) is led by the AP and The New York Times (NYT). There are many other “useful idiots” but their voices don’t resonate as much. Since the time of the Sierra Maestra and the bad reporting by Herbert Matthews, Castroism has been a series of blows to maudlin effect on North American public (shameless) opinion.

It is obvious that the message of these hegemonic media cannot be so clumsy as that of the Havana dictatorship, being that they convey between the lines a subliminal message to the Good Capitalist of the North: “The donation of funds by the US Agency for International Development (USAID) and other organizations to support democracy in Cuba, far from achieving the desired objectives, is counterproductive and useless.”

This message is more than well-known. It is the same argument employed with impunity to lobby for the lifting of the embargo: “The embargo doesn’t work and therefore should be lifted immediately and unconditionally.”

All right, then. In the name of the Cuban and North American peoples, thank you. However, the problem lies in that to defend this argument of inefficiency, there need to be firm proofs, not opinions. Also, the most solid proofs are achieved by comparing the initial objectives of a program with its final results. Here is where things get tough because, for a serious news medium to say that a program was “amateurish and profoundly unsuccessful,” there must be access to documents that have gone cold and are now obsolete (which the AP has been able to gain) but there also must be investigative reporting done that includes access to all or the major parties involved in the matter, including the Cuban people.

As has been known from responses of certain parties included in the AP’s last crusade, all indications are that there have been lies or results have been fabricated to rate these USAID programs as “profoundly unsuccessful.”

According to his interview in the El Nuevo Herald newspaper, Aldo Rodríguez, leader of the musical group Los Aldeanos, did not receive one cent from USAID, he did not compose his songs at the request of this agency, nor did he receive a laptop from subversive foreign elements — three assertions made in an “objective” piece by AP.

These campaigns of the AP, in symbiosis with the Cuban government, to demonize fundraising in support of pro-human rights projects on the Island, have media reach precisely because the national public is a captive audience under the monopoly of the State, and also because it is not common for us Cubans to do public fundraisers, as occurs in any democratic country of the world.

In countries where there are free elections and institutions, fundraising rules and regulations have been created and there are even specialists trained in the technique of quickly and effectively raising monies for political campaigns and the propagation of ideas. This is a subject yet to be included in the curriculum for Cuban democrats and any other social actor who will not want to submit himself to a despotic governmental dictum.

It would be most useful for our civil society, inside and outside Cuba, if we would create a sort of manual for raising funds legally and efficiently to support the alternative projects on the Island. Thus, we Cubans would be the ones to judge which citizen initiatives have been successful and which ones not so much, as we learn from their results to improve those methods of collecting, distributing and utilizing funds for democracy in Cuba. The ends justify the means.

Cuba’s solvency was always handicapped by Castroism. Only a poverty-stricken people is vulnerable to enslavement. At the beginning, it was accomplished through ideological class hatred. Currently, in Castroism’s latter days, it is done through paranoia about a foreign conspiracy (even though Havana has received funding from the United Nations as well as from Qaddafi’s criminal regime).

Therefore, People, perhaps it is time for us to behave less as secret victims and more as modern members of a global economy, transparent in its accounts and convinced of the legitimacy of its anti-totalitarian mission, beyond the laws of Castroism and the media campaigns that prop it up.

Enmeshed in the Raul regime make-believe reforms, we Cubans should not lose our focus to a Fidel who is as much fossil as fatal. Despite the pathetic AP and the NYT, our radical redemption still goes by this watchword: “Within the dictatorship, nothing; against the dictatorship, everything.”*

*Translator’s note: This last line is a riff on Fidel’s famous/infamous statement, “Within the Revolution, everything; outside the Revolution, nothing,” from his so-called “Speech to the Intellectuals” delivered in June 1961.

Will the poorest Cubans whose properties were seized be indemnified? / Cubanet, Jose Hugo Fernandez

Cubanet, José Hugo Fernández, Havana, 24 December 2014 – How many – and which – private properties seized by the regime could be returned to their owners or their descendants? Alternatively, how many indemnifications could there be once the US embargo is finally lifted? This topic has once again taken its place in our discussions, online and on the ground. Once again, we are given to speculate about everything pertaining to major enterprises, and North American and Cuban landowners.

Curiously, there is less talk about the small businesses. Those were the ones whose owners worked hard all their lives, never suspecting the disrespect and cruel coldness with which the Revolutionary government would expropriate them. These entrepreneurs were forced to abandon their establishments and take nothing but the clothes on their backs. Begging the pardon of the large investors who saw their assets taken away, it seems to me much more crucial to consider the tragedy of these small business owners. I believe that now that “our” dictatorship is trying to make a place for itself among “normal” governments, it should start with the intent to mitigate (being that it cannot erase) this shameful chapter in our history, by at least indemnifying the descendants of the entrepreneurs.

They must number in the hundreds of thousands, if one considers that each town, each neighborhood, and often each street, hosted swarms of small businesses owned by persons of modest means, who built them up penny by penny with the sweat of their brow.

By way of illustration, it would perhaps suffice to cite the example of the honest and hardworking business owners of Havana’s Chinatown – just one case among millions, but one which helps to clarify the issue because of being concentrated in a small area.

By 1959, a little more than a century had passed since the arrival of the Chinese to Cuba as quasi-slaves. The only property owned by each and all of them upon disembarking here was their family name – and even this they had to give up. Even so, when Fidel Castro took power, Havana’s was probably the most important Chinatown in the continent.

The neighborhood boasted its own Bank of China, with $10-million in assets – a true fortune in those days. It had a network of import businesses that directly brought in products from Asia to be used and sold here. There was a Chinatown Chamber of Commerce, which was connected to a considerable number of entrepreneurial associations, such as the Union of Commercial Retailers. It would be exhausting to list the vast number of dining establishments – some world-famous – and other businesses providing the most diverse services, that were located in this neighborhood.

The Chinese population of Havana operated its own health care system, endowed with medical practices and laboratories, as well as a fully-equipped clinic and patient pavilions, and a broad network of pharmacies. Three independent newspapers, three radio stations, four cinemas, a theater, an athletic club, a retirement home, a cemetery, multiple societies and recreation centers – all of these composed the cultural life of the neighborhood. In short, as I have indicated, the list of assets would be too long. Just on one small block, on San Nicolás Street, between Zanja and Dragones, one could see more commercial activity than what is observed today in the whole neighborhood. It goes without saying that the scene on that stretch of San Nicolás is heartbreaking to see.

In 1960, Alfonso Chiong, president of the Chinese Colony and editor of one of its newspapers (The Man-Set-Ya-Po), was informed by the regime that he would have to resign his post. Upon refusing to do so, he escaped to Miami to avoid being sent to jail. According to the newspaper Avance Criollo*, when Chiong arrived at the Miami airport he carried, as his only capital, five dollars in his pocket. Mario Chiu, secretary of the Colony, had less luck – when he refused to resign, he was thrown into the dungeons of La Cabaña prison.

The tragedy was already in progress. It was unstoppable and quite possibly defining. Soon afterwards the flourishing Chinatown turned to ruin, while the entire poor neighborhood found itself as lost, vulnerable and frightened as had its ancestors when, a century before, they arrived on our shores.

The “Weekly Packet” Rules in Cuban Homes / Cubanet, Anddy Sierra Alvarez

In a country where the only television is state-run and there is no mass consumption of the Internet, this phenomenon helps to build society. Cuban television has faded to the background.

The so-called “weekly packet,” which is normally distributed on external hard disks to individual residences, contains the latest foreign films of the week, shows, television series, documents, games, information, music and more. This packaged content is favored by the Island’s population over the programming provided by Cuban state-run television. In the past, entertainment would be delivered via clandestine satellite TV, but citizens caught in this illegal act would have to pay heavy fines.

Mariam González, 47, of Havana’s Arroyo Naranjo borough, relates that thanks to the “weekly packet,” many people have avoided the jail time or fines that used to be the consequences of using satellite antennas. “Several of my friends were fined over the years up to 10,000 Cuban pesos for receiving the satellite signal in their homes,” González said, adding that, “now, we only have to pay one dollar and we have access on a hard drive to the latest programs from the week just ended. We connect it to the TV set and enjoy the content whenever we want. It’s better than nothing.” continue reading

Ángel López, 31, is a fan of such TV series as Grimm, Revolution, and The Blacklist. He notes that “the packet is my font of information and without it in the house, life would be extremely boring.”

“Besides,” he adds, “my cousin watches nothing other than series like Cold Case, and that is not something broadcast on state television.”

Alejandro Batista, 38, affirms, “I prefer to spend a dollar over being a zombie. Cuban programming is no good, it’s stagnant…well, actually, we are stagnant!” he added with a wry smile. Packet prices vary according to the day of the week. On Sundays the “weekly packet” of 1 terabyte is priced at 10 dollars, on Mondays and Tuesdays, 2 dollars, and other days, 1 dollar.

Tomás González, 32, is a distributor of the weekly packet. “Every Monday I receive the packet for 2 dollars,” he said. He then downloads the content onto USB drives of 4, 8 or 16 gigabytes (Gb), which provides an alternative (to the hard disk) way of distributing programming to individual households.

“I sell the 4-Gb USB drives for 10 Cuban pesos, the 8-Gb for 20 pesos, and the 16-Gb for 30 or 40 pesos,” González explained. The younger generations don’t waste time on state television. Miguel Ponce, 21, had this to say about state-run television: “Cuban TV holds no interest for me and, as far as I know, none of my friends wastes their time on that. Now, HD movies are a whole other thing…”

With its lack of variety and offerings that do not meet what the public wants, Cuban TV loses ground.

Alejandro Batista notes that “the government for so long refused to broadcast foreign programs and now we have them on USB drives. But,” he asks, “what makes me wonder is, how long can Cuban television continue, if each day the public leans more towards the foreign programs that we can get on the packet?”

Who is more opposed to the suspension of the embargo? / Diario de Cuba, Dariela Aquique Luna

  • The first obstacle will not come from the United States Congress, but rather from the Cuban government itself.

Diario de Cuba, Dariela Aquique Luna, Havana, 22 December 2014 – Once again it is obvious that the supposed “culture” of the Cuban people can be summarized in terms of basic literacy and median levels of schooling. Except for a high number of intellectuals and professionals, the ability to process information and analyze it coherently is a gift that has not been granted to the majority of that population, who were not taught to think for themselves; whose knowledge of the world and of their own country for more than 50 years has been limited to official pronouncements translated into preconceived rhetoric.

Having only scarce Internet access, an ignorance of how new technologies are used, and a perspective shaped solely by state-run media, my compatriots are unaware even of how things work. Therefore it is not unusual to overhear very naïve conversations with one or more participants claiming that, following the announcements by Obama, happiness and prosperity have arrived in Cuba. This is because for too long, many Cubans have believed that all the evils afflicting this country are due exclusively to the United States embargo. continue reading

Were the economic, commercial and financial sanctions against the Island definitively suspended, the Cuban government would have the first problem, for there would no longer be a scapegoat for the deficiencies and errors in the state-run economy, and their resulting effects on the country’s social life. Cuba would have to enter the arena of the real economic relations that govern the world today and not those that have been invented at their convenience to conceal structural deformations, which have created a lasting dependence on other economies that have proverbially supported the productive system of the country terms of capital and technology. That would be the first challenge.

On the other hand, the changes expected by that nascent, small-business class in Cuba would generate panic in the sectors of power. This is because, as the Marxists say, “the economic base defines the superstructure.” It is exactly for this reason that the Castro government, from its first moments, focused on planning the state sectors of industry, banking and services, centralizing the administration of material and human resources, all in the name of “economic sovereignty,” but really only to disguise its paranoia about threats to its political power.

Another quite interesting point is the matter of allowing free access to the “network of networks.” This would be like carrying out a second literacy campaign in Cuba. We Cubans would have to start from scratch in such subjects as civics, law, commerce, urban planning, ad infinitum. In other words, as the Communists know very well, change in the economy would entail a change in society. What former US President Jimmy Carter said — “Going to Cuba, doing business and investing there will bring democracy to Cuba” — is something that the Castros and their henchmen do not want to hear.

Obama, Carter, former Secretary of State Hillary Clinton, and many personalities and sectors, opine that normalizing relations with Cuba will help the US more effectively promote political change on the Island. But what the US president does not account for is the resistance to these efforts that the Cuban government and its supporters will mount.

Mr. Barack Obama is naïve to think that a change in strategy will bring democracy to Cuba. Cubans who think that an end to the embargo will make all things well are naïve. We will continue to hear canned phrases such as “foreign interference,” and “we will not permit anyone to tell us what we have to do,” and all the rest of the half-century-old chatter.

The Cuban-American right should not be so worried about the announcements and gestures coming from Obama. Who is most opposed to the suspension of the embargo? The first obstacle to ceasing the embargo will not come from the US Congress, but rather from the Cuban government itself – behind the scenes, of course, and not without extracting corresponding advantage from the matter.

The odd relationship between bread and circuses has been with us since the days of the Roman Empire. When the former is in short supply, the latter is in abundance. Cuban government officials have been putting it to use for years, with a strong emphasis on the latter. Sporting events, among other diversions, have always served as a convenient circus. The recently concluded Veracruz 2014, also known as the XXII Central American and Caribbean Games, have been no exception.

A delegation of top athletes was assembled — one capable of obtaining the most gold medals — with the goal of placing ahead of all the other participating countries. No thought was given to allowing younger athletes to compete with a view to future sporting events more important than Veracruz 2014 — something that other countries took into account, by not sending their principal figures, saving them for higher-level events. continue reading

One notable case was Jamaica’s in track and field and athletics.  It also occurred with some team sports, such as football [soccer] and baseball, in which first-class players did not compete, except in the Cuban teams.

Also well-known is the case of the hammer-thrower Yipsi Moreno who, having already retired from the sport, was called and included in the delegation with the objective of ensuring one more gold medal. And it happened with baseball, for which the Cuban national championship games were delayed so that a team could be assembled that would flatten the competition and ensure a gold medal for Cuba.

It turns out that, for the majority of countries, including the host, Mexico, sports do not constitute a political necessity as they do in Cuba. To sports, therefore, these other countries do not dedicate as many economic resources as, comparatively, the Cuban government does.

It is good to remember that, for years now, our rulers have been obsessed with the idea that the country be seen as a leader in diverse spheres. For this they have tried to prepare and present Cuba as a major force in medicine, education, hydraulics, music, sports and others — in many cases producing more noise than results.

Strangely, never have they been concerned about the country being seen as a political or economic power.

This sick obsession makes our athletes compete under extreme pressure, because they take on — before rulers, political and popular organizations, the people and their families — an obligation to win the gold, given that the other medals are not as valued (although in the official propaganda, when the gold isn’t obtained, it is said that the silver and bronze shine just as brightly). Besides, they have to do it as though fulfilling a patriotic duty. In reality this is too much of a useless burden for a human being to bear. It could be that, among other economic and political reasons, this is also why so many athletes and sports figures decide not to return to Cuba and end up defecting.

Cubanet, Ernesto García Díaz, Havana, 18 December 2014 — From the headquarters of the Estado de SATS project in Miramar, on Wednesday afternoon (12/17/14), Cuban opposition leaders held a press conference for national and international media, to make known their positions regarding the new political stance of the United States towards Cuba.

Guillermo Fariñas Hernández, winner of the European Parliament’s Sakharov Prize for the Freedom of Thought and Coordinator General of the United Antitotalitarian Front (FANTU), referring to the steps taken by the governments of Cuba and the United States, stated the following:

“We can applaud the release of Alan Gross, who really was used by the Island’s government to blackmail the American administration. But Obama has been inconsiderate with the civil society that is challenging Cuba’s tyrannical government In Miami, back in November of 2013, Barack Obama promised Bertha Soler and me that any action he would take with respect to Cuba would be consulted with the civil society and nonviolent opposition. Obviously this did not occur. These actions are now accomplished facts, they are reality, and Cuban democrats were not taken into account. continue reading

This amounts to a betrayal of Cuban democrats. We must now adapt ourselves to the new scenarios, which means that we must ask the American government to keep in mind the demands that these negotiations should require, to avoid colluding with the communist dictatorship of the Island. If the United States government listens to us, I believe that we can hope that this is not one more maneuver of complicity and help towards a regime drawing its last breath.”

The leader and opposition activist Antonio G. Rodiles, coordinator of the Campaign for Another Cuba and of the Estado de SATS project, made the following assertion:

“History has been made when, in 1994, the country [Cuba] was finding itself in a profound crisis and the explosion of 5 August 1994 occurred. The North American government’s response was to accept the exodus and later to sign the migration accords which provide for an annual cap on [US] visas issued annually [to Cuban nationals]. The result has been that during more than 20 years, the country’s human capital has been bleeding out and Cubans have opted to leave Cuba and not provoke change. This truly has been a disaster and the United States government cast a lifeline to the regime so that it may survive.

“The rancid Castro regime, as is common knowledge, in on the point of ending from natural causes. Obviously what they are trying to do is to cement the foundation for a mutation to Neo-Castroism, which is the family and descendents, who are trying to continue to governing, which is a grave danger for Cuba and for the entire region.”

“Today’s measures – without taking into account the opinion of Cuban civil society, of the political actors in the Cuban opposition – is a serious message, it is a bad message, and if the upcoming process of negotiation does not include our participation, the results will not be positive at all. We still have ahead of us the Summit of the Americas [to be held in Panama City in April, 2015], but what happened today does not make us feel optimistic.

Opposition member Ángel Moya Acosta, coordinator of the Democratic Freedom Movement for Cuba, had the following to say:

“We rejoice at the liberation of Alan Gross. But the measures that the United States government has implemented today, of relaxing the embargo and reestablishing diplomatic relations with Cuba, will in no way benefit the people of the Island. The steps that have been taken will reinforce the repression against human rights activists by the government of the Castro regime. The regime will augment the resources and sinecures to its forces so that they will continue to harass and repress civil society activists. An example was the military reinforcements exhibited by the regime in advance of anti-demonstration activities on 10 December, ‘International Human Rights Day.’ ”

Félix Navarro Rodríguez, Coordinator General of the Patriotic Union of Cuba (UNPACU) and president of the Pedro Luis Boitel Party for Democracy, had this to say:

“The conditions that brought about the United States’ embargo against Cuba in 1961 have not changed. It is well known that the government is totalitarian, dynastic, that it does not recognize the rights to free expression, free assembly and freedom of the press. As long as the political opposition, the different strains of political thought and a multi-party system are not recognized and general free elections are not called, we cannot point to anything beneficial for the people.

“We are in total disagreement with what has been produced today, because we consider it a betrayal of those of us who, from inside Cuba, are opposing the regime to obtain a definitive change for the wellbeing of all Cubans.”

Following the opposition leaders’ statements, the floor was opened to questions.

Associated Press (AP): “We walked the streets extensively today, and found the people to be happy, beyond the message. It is notable that all of you hold a position so different from ordinary people. Does this mean that you will alienate yourselves from the will of many people now living in Cuba?”

Antonio Rodiles: “People are disoriented, surprised by what has happened. On the street, in the taxis, people were not excited, others said that the pie was cut, the [Castro] family and the governing elite are strengthening their business positions. It isn’t the people, the person in a small cafeteria who is being watched by inspectors, people don’t know what is going to happen.”

Ángel Moya: “In the midst of the secret negotiations that were going on between the two governments, on 10 December the Havana dictatorship was repressing 75 Ladies in White and 35 human rights activists. In Cuba, laws are in force that are designed to guarantee the impunity with which the repressive forces act. What guarantee is there that the Cuban government will recognize civil society?”

CubaNet: “Has the United States government or any of its officials, following these declarations, contacted the leaders of the opposition, in accordance with the commitments Obama made in 2013?”

Félix Navarro Rodríguez: “We have not been consulted. This has all developed in strict secrecy between the two governments. There has been no encounter with Cuban civil society nor with its leaders. Nor do we know if they are willing to meet with us. As of today, they continue to repress the Ladies in White and twelve of us prisoners from the [2003] Black Spring; we remain on parole, deprived of our rights and liberties.

“The commitment by Obama to Berta Soler and Guillermo Fariñas was not kept. In Cuba everything remains the same. Now, in the midst of this avalanche, we will reorganize and will fight until the end, we will press for the recognition of our civil rights and for democratic freedoms.”

At the end of the press conference, Guillermo Fariñas, by way of concluding remarks, asserted this:

“We need to channel our demands. The government of the United States has a moral obligation to all democracies in the world. It gave to the Cuban government a possibility to start instituting some democratic reforms. Now, it will depend on the actions we Cubans take.”

Attending, among various other officials of accredited diplomatic missions on the Island, were diplomatic representatives of the European Union, and of Sweden. Also present were human rights activists, among them Gorki Águila Carrasco (artist in the group Porno Para Ricardo), Hablemos Press, AP, and others.

An Intelligent Accord / Fernando Damaso

Finally, after more than fifty years of tensions, contradictions, offenses and mutual aggressions, the governments of Cuba and the United States have reached agreements that demonstrate intelligence and a sense of responsibility on both sides, the primary accord being the reestablishment of diplomatic relations.

This first step has required the efforts of various personalities and governments, strikingly among them the work of Pope Francis and the government of Canada, as well as others which have not been mentioned specifically.

The freeing of prisoners here and there, which was a minor obstacle (although for years it has been inflated and used for propaganda in the national circus) became a springboard for what was truly important. Now today, in spite of the outdated revolutionary rhetoric to which our authorities are addicted, they have faded to the background, outshone by the truly transcendent news. Of course, this doesn’t mean that we will be free of seeing them on our TV screens, like test patterns, for the next few days. This seems to be a necessary evil. continue reading

It’s no secret to anybody that, for a long time now, this decision has been in the works undercover. The build-up of telltale signs was significant. Besides, both the US president, with the setbacks suffered in the so-called mid-term elections which showed his loss of popularity — and the Cuban president, with a country in spiraling crisis and with no truly effective measures to resolve problems nor generous sponsors to give a hand — were edging ever closer to their respective abysses.

The decision that was reached deserves plaudits, not only for what it represents at this time, but also for what it promises, because it will open the way for other fundamental economic, political and social steps in the right direction. To maintain the change announced from this dialogue and the common actions to be taken for the wellbeing of both people, should be the priority of each day.

This will require mutual consideration, the elimination of insults and offensive statements from public statements, respect for differences of all kinds, and a true climate of liberty for all Cubans.

May intelligence and responsibility continue to be at the forefront!

Being in “The Packet” / Wendy Guerra

Wendy Guerra, Habáname, 15 December 2014 — About three years ago, a young man – tall, blond and ungainly – would haul an enormous sack full of DVDs of pirated movies, music videos, TV shows and series. Today, this same young man – now more poised and better dressed – walks the streets of Miramar with a small memory stick in his pocket, dispensing information to any of the households that can pay 15, 5 or, most commonly, 10 CUCs [Cuban convertible pesos] per week to download the latest broadcast content from international channels. For those who are unable to pay this fee, for those who lack the necessary resources, there are the memory devices that we record and distribute. This happens week after week in every Havana neighborhood.

“The Packet.” This is what we locals call the mountain of information that, on a weekly basis, the anticipated visitor sells and distributes to relieve the Cuban people’s dearth of options for visual references and news sources. continue reading

Updates of www.revolico.com or www.porlalivre.com – sites so useful for buying and selling home electronics, food, medicine, clothing and items of all kinds for the island’s resistance, advertisements for paladares (restaurants) and animal clinics, rentals of privately-owned vehicles and beauty shops – all of these form part of the so-called “packet” in addition to premieres of audiovisual productions.

What’s curious about all of this is that many Cuban producers pay 15 CUCs for their productions to be added to the local packet, the domestic one that arrives weekly at your door. This is how the great collage of images and words grows, not just with content from HBO or Channel 41, Univisión or Televisa, but also those productions which have been rejected by the ICAIC or which, because of contractual issues with co-producers, cannot immediately be seen in Cuban living rooms.

Dealer: “Please, I need to include in this week’s packet that movie by Padura*, and yours, too. If you get it for me, I’ll leave you a free month’s worth of programming. Everybody is asking for these movies and they’re driving me crazy. Do you have them already? Are they good?”

Producer: “Sure, here they are.”

This is how the popular information “combo” is sustained on a national scale.

The thing is, “being in the packet” is an honor for those writers, artists, producers and actors who must wait for the approval of institutions such as ICAIC. Meanwhile, this delay tyrannically closes the possibility for excellent films such as “Return to Ithaca”* being available to the public – that is, we who think that we still control what we can view and comment-on. Poor us!

The packet is our access to the sea. To be in the packet is the best way to insert ourselves in the real life of thousands upon thousands of Cubans who want to know what is happening in their own environment.

“They” can control the movie houses because they own them, and these venues are subject to their arbitrary sense of vigilance. But in the privacy of our homes, in the personal space inside our heads, in the packet made a la carte and to order according to our needs, nobody can meddle.

Change happens, everything changes, and institutions start losing their meaning.

The packet: Free and domestic, kaleidoscopic informer, where we all wish to enter, as spectators or creators.

14ymedio, Eliecer Avila, 16 December 2014 — The end-of-year all over the world presents a challenge for many enterprises and businesses, especially for those in the transportation sector. Nobody wants to miss the opportunity to considerably increase the profits to be made from an extraordinary rise in demand for services. To this end, strategies are plotted and necessary adjustments are made well in advance. It is also true that at this time there is a surge in ticket prices. What would be strange is if, assuming you have the resources to travel, you were unable to find any means to get to your destination by land, sea or air.

That is, unless you live in Cuba. This is an island whose land and total population are comparable to or exceeded by some large cities of the world.

Over here, starting in the first few days of December, you can already hear in any office that sells tickets to travelers the famous phrase, “No, Son, no, for those dates, everything is sold-out
It is also common to find someone who laughs and says, ironically, “But who in their right mind thinks they can wait till early December to start shopping for tickets? That’s something you start doing at least three months in advance!” continue reading

The problem is that if you don’t find an option to travel by plane, train or bus, then you have to take a “suck it up and endure the consequences.” This means that you have to go outside Havana to get on some ancient American truck that’s more than 50 years old (that’s been jerry-rigged for such long hauls), and deal with a unlicensed driver and zero guarantees for passengers’ safety.

Even so, the price to board these hulking masses of steel exceeds 200 pesos. Thousands of people of all ages, including babes in arms, travel to and from the eastern end of the country seated on long iron benches, holding on by the tippy-tips of their fingers, and tossed from their spot every time the vehicle brakes or makes some sudden move to get ahead, or to avoid colliding with cars that are travelling in the opposite direction at hundreds of miles per hour, where there are no paved roads.

Rain, cold, hunger, darkness, the need to answer calls of nature (which, when you can do it, you might do it on the grass): these are among the benefits of this type of travel that can last, depending on the destination province, between 12 and 20 hours – if there are no breakdowns.

These people are the ones you later see on the news, reported injured or deceased in the accidents that take place daily on these routes. Of course, those reports don’t dig at the root of the problem, but rather lay all blame on the drivers of these contraptions.

A serious reflection on this subject – or on any other aspect of the daily life of Cubans – brings us to the inevitable conclusion that without a new political system, we will never climb out of this underdevelopment, which is perilously covered-up by our own selves.

I pray once again, at this end-of-year, that the backwardness, ignorance and above all the irresponsibility of the State does not cause the loss of life for so many Cubans on our roads. Unfortunately, the statistics are stacked against me.

Havana: City of the “Marvelous” Unreality / Jeovany Jimenez Vega

Jean-Paul de la Fuente, director of New7Wonders, the Swiss foundation behind the online contest to name the seven most marvelous cities of the world, is visiting the Cuban capital. Having been received by Marta Hernández Romero, president of the Havana Provincial Assembly of Popular Power, and Eusebio Leal Spengler, city historian, already De la Fuente takes on, from the moment of his arrival, the typical profile of the tourist who, from his birds-eye view, cannot perceive to what unsuspected point it is difficult for the average Cuban to live in his beloved city.

I cannot understand how anyone who knows at least something of the functioning dynamic of the Cuban capital can propose this city as a contender for such a prize, much less the inexplicable manner in which Havana ended up on the final roster alongside such urban centers as Barcelona, Chicago, London and Mexico City.

From there we can only presume that all these persons who voted to keep La Giraldilla‘s city among the final contestants for membership in that select group of urban marvels have one thing in common: none of them live in a shanty town in El Cerro, in a tenement in Centro Habana or in Marianao on the banks of the Quibú River, subsisting on a salary of 20 dollars a month for sustaining his whole family; none has suffered seeing his child drool over the inaccessible toy; nor does he know what an “un-ration” book is, nor has he asked himself, at five in the afternoon, gazing into his empty larder, “What the fuck are we going to eat tonight?” continue reading

He has never endured standing in line for several hours to buy some semi-decomposed ground meat. He never rode at peak times on one of those dinosaur, two-humped “buses” we called “camels,” hanging from the door; nor has he (for decades!) been carrying water in buckets up to a 4th floor flat, or paying 100 pesos a pop for the indolence of the pertinent functionaries.

He has not been forced to live “temporarily” in a shelter (for 15 or 20 years!) after being left homeless by one of those all-too frequent building collapses that occur in this semi-destroyed city.

Enthusiasts could allege that this selection is based on rates of health and education that compose the standards of a deceptively high Index of Human Development — which paradoxically places us above such regional economic powers as Argentina, Uruguay, Venezuela, México and Brazil.

We would have to see if these enthusiasts would be so ardent after visiting a medical office (in terrible structural conditions), left empty because its doctor was dispatched by the government to a foreign mission — or because the doctor decided to leave the practice because working as a taxi driver provides a much better living.

One wonders if the enthusiasts would be less enthused upon visiting a hospital beset by similar disastrous structural problems, and where the doctors and allied professionals labor under dramatic levels of personal frustration. Such a scene can be perfectly extrapolated to the education sector — the Cuban government’s other trump card — which during the 2000s touched bottom, following Fidel Castro’s failed mega-experiment that brought it to ruin.

It turns out that Havana is (as is the rest of the reality that we Cubans live inside the island) of a complexity so grotesque at times and so subtle at others, that it becomes quite difficult to comprehend for someone who arrives, sips a daiquirí, and then returns to the comfort of his routine, as surely Mr. de la Fuente will, without managing to infer just how profoundly dysfunctional this city can be, a city that is now shown-off from the immaculate balconies of the Ministry of Tourism.

I do not speak solely of the deplorable state of our highway system, with its monumental and deep potholes and clogged storm drains; nor of the generalized absence of garbage containers which contributes to the filth in the streets; nor of the vacant tenements or the buildings in ruins.

The point, beyond all that, is a matter more grave and profound: it is about the incapacity of the Cuban government to solve our problems, and its lack of political will to open us up to the world; it is about the abusive pricing the government sets and the dual currency system it maintains; the punishing customs restrictions that effectively block the transport into the country of merchandise that would make our lives easier, and the oppressive reticence towards anything that would encourage our personal prosperity.

It is the absurd refusal to allow us to purchase an automobile at a minimally decent price, for example, thus to keep Havana still plagued by rickety cars left over from the first half of the last century; it is the systematic prohibition against our access to that same Internet that De la Fuente uses today to sponsor his contest and which is denied to the millions of us Cubans who live on the Island — and who do live on the banks of the Quibú River, eat decomposed ground soy meat, get around on primitive transportation, and cannot access the Internet — our legitimate right to post words like these on his site.

Finally, it is here that one would have to consider all of those “small things” that, all together, ultimately make this city “marvelous” — or asphyxiating — for the humans that reside in it. And up to this point, I have not mentioned at all fear, that ethereal resident of all cities in Cuba, and which is among its most hurtful complications: the fear of being annulled by an all-encompassing power that investigates and controls everything, so well-known by every opposition-member or dissident; this omnipresent fear whose intangible nature makes it impossible to include among the criteria considered in this brilliant contest from Switzerland, New7Wonders.

14ymedio, José Gabriel Barrenechea, Havana, 9 December 2014 – One of my earliest memories is of my young self, singing, Set fire, set fire to the lock [of hair], while riding in a bus operated by Havana’s public transportation system. The other passengers around me laugh and a lady with sweet and mirthful eyes exclaims again and again, “That little blonde boy is a hellion!”

Havana at that time to me was that marvelous city which I would enter at dawn, riding through the tunnel, staying alert so as not to miss the fire station on Prado Street. Or it was that city which I would exit generally by train, at night, but not before stopping at la Casita de Martí [José Martí’s Little House]. All of this was in spite of the fact that my parents and I would go to Havana twice a year, in January and June.

Our agenda for our visits was always the same: the Aquarium and the 26th Avenue Zoo, with its little lead soldiers at the entrance, its bold squirrels that seemed not so much wild creatures as denizens of some tenement on Colón Street, the shit-flinging monkeys, the little train…and another day, to Lenin Park and the Botanical Garden. We would cover Old Havana by a route that invariably ended up in The Fort and its armories – at least until the day I stopped throwing tantrums to avoid embarking on the little Regla ferry, and then the tour would end with a slow cruise to park in that so-called “ultramarine town.” Then it was off to the Coppelia ice cream stand on any given day and later, in the afternoon, a stroll up and down the Malecón, re-enacting in the capital that small-town custom of zigzagging along the main street of Encrucijada. Such was the only way to pass the evenings in some innocent little town of the interior in those marvelous ‘70s.

Sometimes, in January, there might also be a visit to El Cerro Stadium, as our friend Ñico Rutina insisted on calling the Latin American Stadium, for my father and me to watch a baseball game. It didn’t matter who was playing whom, what my old man cared about (and still does, at 83) was enjoying the game, not being fanatical about a particular team. Our day trip would then conclude with the aforementioned visits to about a hundred of my parents’ relatives and close friends. All this to say – considering that we would alternate our stays among my Aunt Leopoldina’s house in Párraga; my Aunt Emilia’s house in the Little Cave of San Miguel de Padrón; or that of my Great Aunt Victoria in La Víbora – it can be seen that, at least on the east side of the Almendares River, very little of Havana escaped our routine itineraries for visits and outings.

Already by then, I could not escape the spell of Havana. Where people talked, walked, looked, breathed, and loved with ease, and “right” was “rye” [Translator’s Note: Habaneros are known among Cubans elsewhere on the Island for their rapid speech and lazy pronunciation of consonants]. Where defiant mulattos grew their sideburns long and dressed in the manner of their great-great-grandfathers, flashy black men in the days of the fleets. When from time to time could be heard, along some parallel street, the slow-moving cassock of one of the few remaining priests on the Island. When the stray cats were fat, not like those puny ones on Encrucijada Street, and actors in the latest adventure films might surprise you on any street corner.

“Where will all these memories go when I die?” I ask myself at times, like the android in Blade Runner. “Will that moment disappear with me when, for the first time, I watched a ship enter Havana Bay from the Point, while two other vessels lying at anchor waited their turn?” Or, fast-forwarding almost 40 years, there is an eternity in which I will always live in the entire night I spent with Her in a room on L Street, almost touching the sea, and at times would be surprised by the murmurs of another woman: Sleeping Havana?

I cannot answer these questions. I only know that upon learning of Havana having been selected as one of the Seven Wonders Cities of the World, all those memories have rushed to my throat. In any case something will remain, as today persists in our culture that spirit of the Athens of 500 BC, when a boy hand-in-hand with his father, regarded on a certain clear morning of the splendorous Mediterranean summer the road to Piraeus.

Because Havana, more than an obvious ruin, is a spirit, a soul, a mature woman with miles on her but still more beautiful than any 20-year-old. A certain something will persist when the tyrants and their henchmen no longer occupy more than a couple lines in the annals of history. A certain something to which all of us Cubans are joined in greater or lesser measure, and which provides the measure to explain why we love to exaggerate, to say that we Cubans “We Cubans are the greatest thing God ever conceived in this great wide world.”

14ymedio, VÍCTOR ARIEL GONZÁLEZ, Havana, 8 December 2014 – She turned 24 and spent that day with her few friends who still live in Cuba. She is known as a faithful exponent of a generation marked by uprooting and escape. She decided to not complete her social service so that she could devote her time to making handicrafts and, thanks to her perfect English and various contacts, she also offers guided excursions to tourists. “My degree in languages does not pay for itself,” Camila admits.

Seated in her backyard, she shares that this was where colleagues from her faculty, as well as classmates from prep school, used to come for gatherings. Camila’s yard was “the party place,” as recognized on an amusing handmade “diploma” that she keeps in a frame on her wall. There are still some festivities held there, except that now these have been occurring less frequently because “everyone has been taking their own path…you know.”

I do know. And the gesture Camila makes with her hand, like an airplane taking off, confirms this. To prove her point, she adds, “Have you ever counted how many contacts you’ve had to remove from your contacts on your phone?” and then goes on to recount how, on her birthday, more people called her from foreign countries than from Cuba.

Camila tries to make light of this fact, perhaps without meaning to do so, with a subversive smile. However, she cannot mask the subtle aroma of yearning released by her words. Today she has friends in Europe, Asia and even Australia – but the US is her “second Island” because more than half of her absent friends are now residing there. She has had to update their phone numbers on her contacts.

Even so, the new area codes in Camila’s contacts are in contrast to the old photos that appear on her mobile phone screen. She doesn’t want to forget that they were taken here, when her friends were still living in Cuba and there weren’t so many calls as visits and well-attended gatherings – be they “to study for a test or to have a drink, or both.” Camila’s vision of the present for young people like us can be summed up thus: “Our generation is mortgaged. It is going to take many years for us to pay this spiritual debt – if indeed we still can.”

Her phrase, which I stole, is so impactful, that any other word is just unnecessary. “And who do you think,” I later ask Camila, “might join the list of those who call you from outside Cuba on your next birthday?” She raises her eyebrows and laughs, saying, “The way I see things, and if everything goes according to plan, perhaps I will be the one to call from outside Cuba on my next birthday, so that those whom I’ve left behind can give me their good wishes. The most likely thing is that you will have to change my number on your contacts.”

What I Said at FIU / Orlando Luis Pardo Lazo

Since the time of the Iron Curtain and Soviet socialism, the word, “solidarity,” has been one of value in anti-totalitarian use. Within the dictatorial models that communists have historically imposed every time they have taken power, it is impossible to socialize if not through the power of the State/God. Every social bond is regulated as deemed convenient by a regime that, on principle, politicizes all, but in practice depoliticizes society.

There is no political life after the communist parties appropriate power, be it through bullets or ballots. This should be sufficient cause to ponder whether the communist parties — just like the fascists or racists or fundamentalists — deserve the right to play the democratic game. The parties that aspire to be not part, but all, have not demonstrated that they are capable of responding to or respecting the rule of law.

In the face of such false en masse socialization produced by stagnant socialist systems, for the individual to be in solidarity is, then, a way of living in the truth, of involving oneself in the complex social fabric, of reacting against systemic injustices, of not abandoning those displaced by the utopia.

In the face of a monolithic state that hijacks everything to the ideological spectrum, solidarity embodies the rediscovery of the individual, of his inner freedom and of his rights to manifest it, and also the revaluation of his dignity as a person, of his inviolable human condition. Solidarity thus became a secret word, subversive and redeeming.

In Cuba, the prestige of this word — as all language that has been strip-mined by the State — is synonymous with dangerousness. Solidarity, a word derived from “sun,” [“sol” in Spanish] was forced into the counterrevolutionary catacombs. As with the term, “human rights,” solidarity suffered the stigma of clandestinity. I suspect that the word barely arouses sympathies in the average Cuban, who associates it with conspiracies incubated abroad and thus justifies his own humiliation at having to survive with his head bowed.

Peoples learn from their tyrants. In that sense, the Cuban people are cynically wise. At this point in history it is almost unjust to ask them for more. We have sanctioned Castroism with our best spontaneous weapons, even while these same weapons make us a bit more complicit: silence, apathy, repression through inertia, pretending to walk the walk out of an instinct of self-preservation. Against a regime like that of the Castros, to peacefully preach solidarity is also to remember that all gospels end in a via crucis, in the deadly hands of State Security, an entity specifically dedicated to dissolving any trace of solidarity.

Thus the preciousness of the least gesture of our many foreign friends. They observe us, and they work and take risks for Cuba, without the straightjacket of the Revolution’s compensatory myths: the social programs, the high professional level of our countrymen, and the stability gained by sterility of life in our olive-green bubble, which now is mutating from the color of military uniforms to the color of dollars.

Thus the incalculable worth of the courageous acts of Cubans surrounded by Castroism everywhere. Blackmailing Castroism and academic Castroism, or both. Castroism of the bourse and of the beast, or both. Idiotic Castroism and ideological Castroism, or both. Castroism as anti-establishment therapy or sentimental, conciliatory Castroism.

Not to fall into paralyzing pessimism, but there is scarce room for hope in this tragedy, and therefore hope shines brilliantly to the point of virtue. It is this State-sponsored thuggery that makes it so that not one leader of the pro-democracy movements in Cuba has not foretold his or her death, carried out with exceptional viciousness, as in the cases of Laura Pollán and Oswaldo Payá.

The diasporization of our nation starts with our laziness toward fighting injustice somewhere else, as long as it doesn’t concern us personally. In fact, after it does concern us, many times we Cubans prefer to bury our pain and our injury, preventing some friendly hand from “politicizing” their trauma, presuming that doing so would make things worse for us.

This is how we end up being, as a people, Fidelism’s most reliable source of governability, its raw material that will not betray it. Although, as I’ve already said, day by day we also vote in a plebiscite with our feet, which is one of the most constant behaviors that should be weighed in favor of the Revolution: we leave the Island, be it only to turn back; we leave, be it only to construct a new, post-national servitude, in which we know that politics continues being not part of our life, but rather a terrible “all” whose long, barbaric arm could reach our family in whatever corner they might be.

Not one of my columns or photographs since my ostracism in Havana would have had the same impact if not for the solidarity, almost always, of the survivors of socialism. This never implied the most minimal interference with my content. I have not evolved as an accuser: it is possible that I am not even a democrat so much as an author interested in the ultimate. Thus before even knowing it, I was already free to the point of intolerability.

I am not interested in correction, be it mental or corporal, and I am bored by any creation that from its genesis already defines its destiny (and its meaning). I am obsessed by the limits of provocation. My fury at, and autos-da-fé about, Cuba do not remain in the little fossil farm of Fidelism. Rather, they go seeking in the black holes of our democracy that never knew its value apart from the currency of violence, starting with the land destroyed in the wars of independence. These wars consecrated the gallons of spilled blood as a universal value, placed martyrdom over reconciliation, suicide over surrender, hate for our very selves mutated into hate for our Cuban difference: a civic poverty that plays out as tribalism and that, well into the 21st century, still seduces and traps us.

There are many dramatic anecdotes of solidarity with the imaginary free Cuba, such that our desolation is inconsolable as a people living under an apartheid that the world does not recognize. As an emblem, I would like to mention an example exclusive to Cubans which we are careful to cite, for fear (at times average and other times downright miserable) of remaining in anyone’s territory, in or out of Cuba, as if we weren’t already pariahs in perpetuity, in or out of Cuba.

I’m referring to legislated solidarity, to the very rare documents that have sought to wrest liberty from legality. In Cuba, of course, no citizen initiative ever pointed in such a radical fashion to a refounding of the republic as did the Varela Project. This enterprise received from Oswaldo Payá its genius of inspiration and perseverance, but it was also our great public march against the usurpers of the law, a milestone for future generations to know that all measures short of bloodshed were attempted, that there was no humanly possible way of telling the Castros that they are not welcome in our homeland, and that it is they and not some foreign power who have hijacked our sovereignty as a nation.

Other documents of legislated solidarity — that also do not seem to be in fashion amongst a dissident movement that no longer pretends to be an opposition and even less to stop being an opposition and aspire to power through ballots instead of bullets — can be found in North American legislation. Stone me as the Castroites have always stoned me before and after Castro, but in the best of circumstances, it is an act of ignorance not to cite that the so-called Helms-Burton Act is actually named the Cuban Liberty and Democratic Solidarity Act.

Beyond the technicalities of geopolitics, this document establishes the keys to repealing the North American economic blockade. The few sections that discuss normalization of Cuba-US relations — without being complicit with Castroism — are much more respectful of Cubans than the avalanche of editorials from The New York Times, or the campaigns by NGOs that from Miami to Washington DC want to capitalize on the pretend-changes in Cuba, on the auto-transition of power to power and not of law to law, of a tired Castroism to a dynastic, post-Castroism with the literal blood-heirs of the Castros at the helm.

Section 205 of the Act lists in legal language the minimal characteristics needed to jump-start our delayed democracy: Legalize political activity. Liberate political prisoners. Commit to holding free elections. Establish independence among the branches of the State. Legalize workers’ unions. Allow free individual expression and a free press. Respect private property. Protect the rights of citizens on the Island and in Exile.

In that risky context wherein a State capitalism is constructed in Cuba which is no less totalitarian than communism (which is another form of centralized capitalism), perhaps it would be pertinent for Cubans — with a voice empowered by their labor for liberty — to demand of democracies not just one but many laws for liberty — so that the Hierarchs of Havana — who would never sit at a table of reconciliation because they do not recognize their enemies as anything more than potential exterminations to be carried out — will at least feel some effective, legal pressure against their opaque tactics. Thus an unequivocal sign would be given that they do not bear any kind of legitimacy — because 56 years of governing in their belligerent, ill-advised and manipulative manner, are more than enough.
